The year was 1968. The first big blow was the Tet Offensive, which took place shortly after Westmoreland claimed that the Vietcong could no longer sustain combat operations of significance. LBJ was underwater, and Americans were becoming hugely disaffected with the war.

The Paris Accord of 1968 failed because the North Vietnamese and the Peoples Libetation Front ( Viet Cong) refused to recognize the South Vietnamese government.
I recall reading something about the Nixon campaign trying to undermine Johnson's deadlocked peace talks. The only significant change in strategy by the US and the North Viets was the halt in bombing in October of 1968, which didn't cause any appreciable change in the North's prosecution of the war.
