By building a Real Time Crime Center, Durham is putting its residents at risk of intensified monitoring not only by the Durham Police Department but also potentially by federal agencies like ICE, CBP, among others who could access Durham’s data using methods beyond the city’s control. 🧵

What is predictive policing? Police use predictive policing tools and practices to predict who will commit crime and where crime will occur. These tools reinforce racist police practices by using data to justify policing of Black, brown, poor, and other criminalized communities. 🧵

According to a presentation given by the Durham Police Department, the agency wants Peregrine because its "core strength lies in its predictive analytics to forecast crime hotspots and patterns." This is predictive policing. 🧵

Peregrine is rapidly growing and was valued at $2.5 billion as of March 2025. The company’s investors include Sequoia Capital, a firm led by an outspoken Zionist and Trump supporter. 🧵

Peregrine is especially dangerous because of the company's similarities to Palantir, the company enabling ICE's mass kidnappings. The CEO of Peregrine is a former Palantir executive and he built Peregrine to offer a similar data-mining product to Palantir. 🧵

Why is this a problem? Durham wants a predictive policing tool and Peregrine will deliver that. 🧵

A Real Time Crime Center is a hub where police integrate an array of surveillance technologies, datasets, and AI tools into a map to build a live pictures of what is happening in the local area. 🧵

We're researching to verify if the Austin Housing Authority has a contract separate from the one that was cancelled in Austin earlier this year.

This should be a warning to any city considering Flock.

Flock will do what Flock wants to do, not what the company's customers want. Flock's interested in data, contracts, and revenue. Just like all of their competitors, Flock cannot make any communities safer.

Surveillance is never safety.
