When an ISP hangs up on you, how does one change service?

@comcast sent a broadband offer & I attempted to discuss a price match with my ISP, @Windstream, who apparently has a policy of hanging up on customers? @ConsumerReports @b_fung @ceciliakang @jbrodkin @kashhill I think the goal is to make it harder for customers to cancel service?
