These countries tried everything from cash to patriotic calls to duty to reverse drastically declining birth rates. It didn’t work.

Yet, at least two factors reduce the likelihood of success of this theory in practice: (1) The squeaky wheel gets the most oil; and (2) Those that seek to injure others often simply use forbearance as an opportunity to do more damage.
