You know that last night, before leaving, I had a long telephone conversation with President Trump. I clearly explained our position to him.
I also reminded him of how Russia handled the Budapest Memorandum, where it had already made promises to Ukraine. Russia did not fulfill these guarantees.

Right now, Russia does not want to negotiate. Every time the world reaches out, Russia responds with missiles. Their latest attacks show they continue to press for war, and this pattern is repeating itself.
