Evidence: thousands of children stuck in hospital EDs every year; children with disabilities who lack access to a certified teacher much less a special education teacher; children with special health care needs who can't access basic support because of worsening staffing shortages. On and on.

Notable brinksmanship. This is a fiscal issue, but also a civil rights issue, as children with disabilities have a legal right to an appropriate education. Saying there is no room at the inn/no money is not a defense to violating the law, which is currently the case for many children.
