I disagree, but I’m also one of those genocide scholars who find the whole concept problematic - I prefer different terminology. One problem (among many) is how it often sets up a hierarchy of suffering, and leads us into squabbles (like this one) over what qualifies and what doesn’t.

As I’m sure you know, intent is the hallmark of genocide in the Genocide Convention definition, which was a political compromise. As I’m sure you also know, that definition is considered very flawed by most genocide scholars.
Government leader statements appear to show intent here as well.

Yes and by the way they told me the quickest way to deal with it (slightly frayed passport) was to rebook with another airline, which I did. No problems there.

BA has a reputation for this (refusing travel documents). I have a story as well. And when checking with local consulate they laughed and said, “you must be flying BA.” Not great.
