Wow. I had no idea. I think it's a bad law, especially with some of the streets with no L turn lane. I've sat behind folks waiting to turn left for two or three light cycles, because there was no room to go around. I took driver's ed in another state that encouraged pulling into the intersection

One of the absolute worst traits of Portland drivers. That, and not pulling into the intersection to turn left at a light.
