It definitely was set up as that but after it came out that Hunter was a self insert of a former writer on the show it makes sense why they retconned it from All Stars onwards. It wasn't intentional representation, it was just his fantasy of getting to be with multiple women.

Pretty sure when Agent Carter was still going they said that he was Sousa's grandkid or some kind of relation.
