Could be either (or both). Good sized population in Hertfordshire, which isn't that far away as the crow/ kite flies. They probably just follow the green corridor of the Lee Valley North and South.

Nice one! As said by others in comments, Red Kites are occasionally seen in inner London. Walthamstow Wetlands (my patch) is very close to the Spurs stadium as we have about c2-7 a month passing over.
