He is also suggesting that congestion matters for the rest as they are not like NYC. It’s beyond the capacity of transportation engineers to make every place like NYC.

The goal of an advanced education program is to efficiently teach people how to ask the right question. If you try yourself to learn how to ask the right question with zero education, you have to design and implement an advanced education program.

Without looking at transit ridership, the analysis of the effect would be incomplete. The number of car trips can drop, but the number of bus/train trips should increase. Hence, congestion pricing encouraged the switching from personal vehicles to transit.
