Yup, because paying in full from discretionary funds means payments can go out within a week. Forcing States to accommodate partial payments means weeks to months...in other words, a lot of work, while the government is shutdown, so they can continue to try and pass blame for the shutdown.

This just tells me that the US should not be the sole or primary keepers of scientific knowledge. We need to keep that information distributed and replicated into repositories among multiple different nations.
