They were all fully under control of the SS regardless of where in the Reich they were. Putting people into the concentration camp system wasn’t sending them out of control of the Reich. It was just sending them to the place in the Reich where they would be abused or killed or both.

Death camps were death camps regardless of where in the German Reich they were located. They were in the Generalgouvernement because that’s where the Jews were, and the KL system drew other relevant populations there because that’s where the killing facilities were.

I’m going to resist the temptation to explain which KLs were inside the borders of Germany (even if they were in Ostmark, formerly Austria, for instance).
