Just feed people. It's really that simple.
The current administration and Congress created this crisis and are willing to starve people to maintain control because hunger breeds desperation and dehumanizes people. We don't have to be grateful if they are threatening to kill people and then choose not to pull the trigger. That's just abuse.

3. Donate and help where you can, but it won't cover this big of a shortfall.
4. Feds must release contingency funds. It won't cover everything, but much of the November issuance.
5. If the president magically finds funds to "save" the program, that's not heroic and we don't owe gratitude.
