The president can only pardon federal crimes, not state crimes. Typically governors can pardon state crimes, but the rules vary by state.

If I recall, Georgia has some sort of pardon commission, and convicts aren't eligible to apply until 5 years after their sentence is served.

This article from June 2024 summarizes cases in the 7 states. Except for this recent decision in NV, it seems pretty current. It's increasingly hard to have faith in a justice system that can't prosecute something this straightforward in 5 years (and counting).

How is the outcome of this "best choice" by Democrats any different than if they'd agreed to sign the CR before the government was shut down?
