Are Americans so economically illiterate that they do not understand (yet) that tariffs (duty and import taxes) are paid for by the importer and said cost is passed to the consumer (individual or manufacturer/business) that they won't ever push back?

So Trump wants to a implement tax on goods or services that are imported or exported between countries, but not sold or traded within the U.S.? How does he believe he will be able to enforce this if some of the nations are on a black list from even importing/exporting to the U.S.?
