They can. All it takes is a quorum, which is a simple majority.

What should happen is a quorum, a motion to vacate, a nee speaker, and then a resolution that any rep who isn't at the session one week later loses their seat.

I actually think they're going to cave on this one, though they're going to spin as hard as they can to try to pretend it was their idea all along. The optics of defying it are just not defensible.
