Policy at Energy Solutions. Climate and energy wonk. Seattle! Views expressed are my own.
So, CA just passed a similar bill this year, despite strong opposition. This opposition letter evidence is compelling - "studies have repeatedly demonstrated that modern model building codes have no appreciable implications for housing affordability. www.eeri.org/images/eeri2...

This is a terrible idea from a climate perspective. If you want to decarbonize the building sector (1/5 of WA's GHG emissions), updating building codes are your main tool to do it.

Seems I have a new topic to email the city council about daily this month.

One of the (many) reasons I support urbanism and building reform is due to climate impacts (denser cities = less sprawl = less GHGs per capita). This bill will absolutely slow climate progress in CA. If we're going to build a bunch of new homes, they should be energy efficient!

AB 306 is a disaster from a climate perspective. It kneecaps one of California's most important levers for fighting climate change. T24 has not only significantly decreased GHG emissions from the building sector; it saves customers money. 2025 code update provides $4.8B in energy cost savings.
