That applies to the West Bank (effectively under occupation), not to Gaza (not occupied since 2004 or so, with its own local government, laws and armed forces).

Almost every Hamas video we have seen, they were dressed as civilians. We know they do have uniforms when they stage a parade, they deliberately chose to endanger civilians. That is also a war crime.

There's something strange about the whole thing, if the Russians want stuff fixed they'll force the workers at gunpoint or bring their own technicians.

I also doubt someone in the occupied territories will so blatantly and publicly defy Russia (and remain alive, much less in charge of anything).
