The argument for why they can't bail out average American citizens is "moral hazard", even though doing so would be cheaper & better for the economy. Billionaires and corporations, meanwhile, have shown themselves to be sooo responsible with public funds, see the 2008 financial collapse.

Per Elon,
The objectives were:
1. Restart of Raptor engines in vacuum. ✅
2. Daylight landing of the ship. ✅
3. Higher peak heating (steeper) reentry. ✅
4. Faster/harder booster catch. ❌
It was spectacular though.
