I think this is, “it depends“. In the US, motorcyclists riding the line at speeds greater than 30mph through stopped or crawling traffic not likely to be safer. Whereas filtering, slowly swinging into open areas in stopped or slow moving traffic, I can believe is in line with your comment.

My plan is to go through all the electrical switches and consumers and see if ground connections are good. Sometimes it can be corrosion under a clamp

We’ve had similar on our 23 as well but not as badly as yours sounds. I’m thinking there must be a bad ground connection somewhere that is keeping return currents from making it back to negative pole.

Agreed. Would be lawful. But driving AT the speed limit or slower, without impeding traffic gets noticed.
