They're the normal cars! They're supposed to be white, but become yellow when you're charging the boost, for the sake of visibility. It's also why the screen gets darker to form more contrast.

If you're hitting the red cars, they make you lose fuel by contact, while for hitting the normal cars, you need to be during the boost state in order to hit them! (That's when the particles are orange)

I probably left my reference incomplete, but the intention would be to launch the chainsaw, or at least its blade, at a certain distance away from the arm, wouldn't the other arm holding the cord weaken that motion?
