The Wikipedia page on the Julian Calendar has a lot of detail on all this. In short, Julius Caesar made some major calendar reforms to make the old Roman calendar match the year/seasons better. This included introducing the modern practice of leap days.

Agree it's rare. It's not that common for major third-party dependencies either. I'm just making the point that there's nothing magically different about first vs third party things, and both can fall victim to shifting priorities and availability.

This isn't unique to third party dependencies. There's always the chance that Google abandons something you depend on too.
