My child’s entire class came down with H3N2 about 15 years ago. He had a high fever, was unresponsive, and ended up in emergency. We were struck down with it two day later and it was one of the worst flus we’ve ever had. It was brutal.

It took about 3 decades to get us to this point; I agree it will probably take as long to fix. The electorate needs to make this happen because, unfortunately, provincial governments only seem capable of focusing for a
