oh I totally agree with you, the way they handle attachment blocking seems aggressively primitive, their own support pages basically tell users to circumvent the detection to get around it, kinda of hilarious and absurd

could you request the document as a link from a cloud storage provider or compressed in a zip file? I've read outlook will block common file types and there's supposed to be some "trust and safety" settings to adjust that behaviour, though I'm not sure about how that works in the newer client.
