Had the opportunity to share my thoughts with the Poland-based Russian-language news service Vot Tak (vot-tak.tv) on the recent leak suggesting that China is providing intelligence to Russia regarding the war in Ukraine. The fundamental question remains: whose side is China on?

2,205 / 5,000 The parade this year is diplomatically important for Russian Federation President Vladimir Putin, because among the thirteen countries that have sent military representatives to Friday's celebration, this year, for the first time there is also the elite of the People's Liberation Army, as well as 29 heads of state and government - there will be no North Korean troops or North Korean dictator Kim Jong Un, according to analysts for reasons of convenience. Yesterday, Chinese state media relaunched the images of Russian soldiers queuing to take selfies in front of Chinese soldiers, while Party newspapers relaunched the "important words" on global conflicts of Xi Jinping, who "has a deep intuition in matters of peace and has always been firm in promoting the construction of a world of lasting peace and common prosperity", according to the People's Daily. “The Chinese government is pushing the narrative that China was part of World War II, that it contributed to the victory” – fighting against the Japanese and contributing to their surrender during the Second Sino-Japanese War. “In a normal world,” says Rudyak, “maybe there would have been a joint, collective celebration, but that obviously can’t happen right now. But for China, more than a celebration of Russian-Chinese relations, it’s a big propaganda event, which serves to build the image of the People’s Liberation Army as peaceful and of Beijing as a responsible power. If you look at the videos released these days, they may be partly for a Russian audience, but what is certain is that the target audience is not us.” A show of strength and determination, in short: “China is always and only on China’s side,” says Rudyak, and there is not a single Chinese official today who, off the record, doesn’t say almost in a whisper that Beijing “is not in control of Russia.” “It does not condemn or support the war against Ukraine for one reason. Because China’s greatest fear is that Russia will become too weak, for example in Central Asia. It wants Russia to be stable so that its borders are also safe.” The problem always concerns information and the interpretation of what the Chinese leadership really wants: essays are published that sometimes border on fantasy, articles are written, but even Western intelligence – the US first and foremost – is having difficulty gathering credible information on Beijing’s leadership today. According to the sinologist, one of the reasons is that “we have still invested too little in analysis. It’s not enough just to know the language: you need to know where to look but also interpret and decode the sources. It’s much more difficult to talk to people in China today, of course, but at the same time we have a surprising number of documents online” – an effect, says Rudyak, of Xi’s anti-corruption campaign. Except that deciphering them is not always immediate. In the meantime, between Xi Jinping’s arrival in Moscow and his negotiators in Geneva for talks with America, understanding what’s behind the Chinese strategy is increasingly difficult.

§ 51 Abs. 3 LHG Ba-Wü:
Auch für die Junior-Professur gilt die Befristungszeit von sechs Jahren nach Promotion. Die Juniorprofessur wird also nicht anders behandelt, als jeder andere „Postdoc-Stelle“ aus Landesmitteln.

When the Global Development Initiative was announced, there was a lot of talk if it will supersede the #BRI & BRI is dead. Turns out, it's not that dead after all. Official texts and Xi's speeches name first BRI than #GDI - so domestically, BRI is still the more important slogan.
