Although not adjudicated, if presidential order is unlawful, eg, ICE agents can shoot peaceful protestors who film ICE agents, then this is not an "official act" but an "unlawful act" & subject to prosecution.

As I've said, there needs to be an organized effort by our leaders to educate the military that it is treasonous to follow an unlawful order & train them about what to do when it happens. We know there will be more to come including military efforts against the People.
