It is good to see MPs calling for stronger safeguards, more planning capacity, real incentives for nature-positive homes, and a robust Biodiversity Net Gain system in this report.

This lands just after Amendment 40 to the Planning and Infrastructure Bill was voted down - a big setback for wildlife.

Huge thanks to the MPs who stood up for nature last week, and to everyone who called on their MP to do more.

We’ll also be ready to act on the Government’s response to Am 148, which could help ensure environmental harm is avoided.

The Bill will soon be back to the Commons where MPs will decide to keep or drop key nature protections.

The Bill has its critical final Report day Monday, where all eyes are on Amendments 245 & 246: simple, science-led fixes that would build nature into every home with Swift bricks, bird-safe glass & hedgehog highways.

Now’s the moment for Government, business and communities to come together and deliver - investing in clean energy and nature to create jobs, cut costs and restore the natural world we all depend on.

If delivered, the Plan could unlock £10s of billions in clean investment, with 100,000s of good green jobs, lower bills and greater energy security.

That’s a win we need right now.

But this fair transition is only in reach if bold action follows.

Thousands more agreements will run out over the coming years, including a cliff edge in 2028 when over 6,000 ambitious, higher tier agreements will end.

Government needs to use this year to set out a plan to transition these nature-friendly farmers into new schemes.

Perhaps most importantly:

An EDP can only go ahead if the best science shows nature will be in a better state afterwards than before work started.

On monitoring:

EDPs must now be checked against what they promise for nature. If benefits fall short, extra measures have to be added. Natural England must also assess impacts on species and protected sites.

On irreplaceable habitats:

Guidance now makes clear that sites like ancient woodland or limestone pavement cannot be included in EDPs. Crucially, EDPs must also follow the ‘precautionary principle’ – better safe than sorry.

Government amendments made several key improvements to EDPs.

On avoiding harm:

EDPs will now be required to avoid or, if not possible, reduce harm upfront. Where damage would be irreversible, measures must be in place before it happens.

The Planning Bill introduces a new mechanism: Environmental Delivery Plans (EDPs).

They are a new system that lets the impacts of multiple developments be considered together over a wider area, with any restoration measures planned in one package, instead of site by site.
