This is only the tip of the iceberg - less tenured officers work the most violent parts of the city. CPD also understaffs districts during the most violent hours of the night, and doesn't give officers consistent supervision or support. That also makes accountability and oversight harder. (3/4)

That doesn't mean that there isn't room for improvement at the state level -- the state's scorecard is heavy on everything-bagel requirements, and light on cost control. But at least *there's a scorecard* and a predictable process for developers, unlike DOH. (3/4)

The major misses here soft costs: CTA dramatically underestimated the contracting/engineering costs, and submitted a budget without any contingency or financing cost line items. (2/3)
