I think even going back decades before the current miasma of misinformation it was understood that it was the rate of change in real income that was highly predictive if elections, not the absolute level. Has that relationship changed since, I would be curious to know?

I agree directionally, but I think Section 2 is too vague and will lead only to endless litigation. I suggest the issue is better addressed by either requiring the consent of other specific constitutional offices (speaker of house?) for a pardon, or opportunity for congressional override.
