Most sites cite the Protect Act of 2003, but you need to know that it was deemed unconstitutional because it violated the first amendment.

That's not accurate. Lolicon is more like a legal gray area in the US, but it's generally legal because it's protected under the first amendment. Plus, the FBI repeatedly said not to report loli stuff, considering it a waste of time.
