Since when is the race director allowed to break the rules? The safety car rules are about what the race director can and can’t do, he may have discretion in some areas but if he can break them then they are definitionally not a rule. What was the bad call from the pits?

How is it more of a joke for the race to finish under a yellow flag/SC than for the official to break the rules?
