A lot of the dialogue isn't even in Spanish, some of it is in Basque. Good luck understanding that.

I don't think you'll need a VPN. Most series on RTVE Play aren't geoblocked. Your biggest hurdle will be the language, I'm not sure if there are subtitles in English.

Just finished the season. Very enjoyable and it doesn't even end on a cliffhanger like most shows these days.

It's good so far but as it's a detective show I'll have to reserve judgement until I see how the season ends.

Have you seen Lupin? It's a French series with Omar Sy as the lead. It's on Netflix.
There's also Detective Touré, the first Spanish series with a black lead but I don't think that's available internationally.
