For devolution to mature, fiscal devo must be on the table & visitor levy devo is the low hanging fruit to test and learn from. Government can act through:

➡️ The English Devo & Community Empowerment Bill
➡️ Standalone legislation
➡️ Or the ‘right to request’

So how could mayoral visitor levies make a difference to the things people care about, in practice?

To take just one e.g. @lpoolcityregion.bsky.social would raise £10 million annually to invest back into arts, culture, tourism & the visitor economy, making it even more vibrant 🪩

Building the capacity of the local state, including through fiscal devolution, would be sensible. Visitor levy devo is an obvious first step

Brits are generally supportive. Support even rises to 52 & 50% in urban & rural areas. Yet English Mayors don't have these powers

Support jumps to 42% (& opposition falls to 19%) when people are told the money would improve local transport

There's a big framing lesson here: when we’re clear about what local levies will be spent on, when people hear they'll improve things they care about, support increases

...To do what they want. In their own place. With their own money

Our polling with @moreincommonuk.bsky.social shows that more Britons support than oppose powers being handed to local leaders to raise and spend money locally

In the UK, power lies with central government. For every £1 we pay in tax, 96p bypasses local leaders & goes to Treasury

This is unusual. In places like Germany, Japan & even France, more tax stays locally to be spent on local priorities. It's called fiscal devolution & it works
