Absolutely! Lack of infrastructure (drinking water and sewer) IS the issue for adding higher density housing. Zoning doesn't change the underlying geology or, in general, provide funding for such basic needs.

After reading the article, there is one important piece that is missing. One valuable resource that keeps the water flowing in streams during drought (base flow) is wetlands! There are numerous studies that review this important role that wetlands support.
