Trying to retro-fit existing buildings can be fraught with difficulties & is extremely expensive & time consuming. Finding competent willing contractors is a nightmare. In many instances it's cheaper & better to demolish & start afresh with a more suitable structure. I speak from painful experience.

Err. The Balkans avoided becoming a vast steaming pile of rubble and corpses because the US with NATO stepped in to keep the peace. If the US decides to frag itself their ain't gonna be much help arriving, the rest of NATO will be too busy with russia.
