True. I suspect with GPS interference the terms get used interchangeably, even though they shouldn't. The Russians using GPS spoofing during a drone attack wouldn't be surprising

GPS jamming doesn't cause signal loss, it will just cause the aircraft to report that it's in a different location to what it is, its systems won't know that the data is bad. So the Russian air defence operators getting a radar ping for the aircraft but no civilian transponder data to match up
