Is it at least kinda correct to factor in ~$1.8 million in salary savings over the past two years when thinking about how this played out? Seems like getting a larger transfer would have absolutely required significantly more in salary + opportunity cost.

Even taking the most optimistic view, it's reasonable to say change takes time and you can't do everything all at once. What concrete policies is she prioritizing that can meaningfully impact the city quickly (and help win a 2nd term!).
