I probably should have known this already... Tamper Protection for Exclusions doesn't apply to co-management scenarios :-/
You'll see Tamper Protection source is Intune, policies are all good, but TPExclusions never flips to 1

Clearing the TPM on certain Dell devices doesn’t just reset it, it changes the EKpub and Offline Device ID. This breaks TPM standards and has serious implications for attestation
We found this issue unique to Dell (STM TPM) devices, other vendors remain unaffected.

If you are using registration campaigns, I just pushed a quick report script to my GitHub (with example for passkeys too)
This lets you generate programmatic reports of progress and automate adding MFA capable (or passkey registered) users to groups :)
