I don't even think it's because life it 'so good', rather. People are already barely hanging on, that throwing their life away to protect a stranger feels not worth the risk.

Simple. The vast majority of people don't want to make a scene, or risk their own necks.
Most people tend to assume someone getting hauled off by 'officials', are being hauled off 'for good reason', and don't want to intervene and risk having the book thrown at them, and their life ruined.
