The court only knows what it is told. I think the biggest challenge for the courts and everyone else is the ability of the former council to procure all those suspect proxies. So many owners may be unreachable to confirm them.

Thanks for posting. It amazes me that West Enders tolerate commuter traffic along Denman. And watching cyclists share that street is painful to watch. Common sense closing 700 Denman!

The complexity of the modern state, with regulations, civil rules, various forms of welfare is vastly different from the time of a borderless world where you could hang a shingle and ply a trade in a new city in a strange land. Nice idea though.
