Vincent D’onofrio is arguably one of the greatest actors in Hollywood today, imo.
That roll was truly inspired and took more guts to pull off than anyone ever gave him credit for.

Currently, it's a kind of fantasy with a mix of some sci-fi.

Like an advanced sci-fi world forced back into a fantasy age by some apocalypse (like the horizon games)
or a fantasy setting with new-ish tech a kin to Final Fantasy with airships, robots, maybe guns or lasers in very rare places.

It's an interesting point. On the one hand, I agree that the target of pushing a machine to its limits makes devs go wild and having limitations breeds efficiency, but on the other hand, the jump of specs from one gen to the next is soo vast that it's hard not to go all out.

Also, in horror, the more helpless the player feels, the more dread they endour.

A player with a working weapon with essentially unlimited uses would no longer illicit dread unless the scale of the horror is increased to compensate.

Resting Exp is more of a punishment for playing too much in a short time but marketed as a balancing mechanic used to allow a player who can't play as much a boost to "catch up"

Both may be true, but the original intent is more evident in its uses.
