So let's check out that EO. Huh, it seems pretty darn clear about including U.S. citizens in their scope of extra-judicial powers, doesn't it? Except they call them "U.S. persons".

It's right there in the executive orders. The one on inauguration day that declares cartels as terrorist organizations also cites a post-9/11 executive order.
