FIFA clearly doesn't care if they look bad but make money, but if people from other countries don't feel safe traveling here, and the stadiums are half empty...it will look awful for the world's largest sporting event. FIFA won't risk looking bad AND losing money.

Yep. If the CWC this summer goes poorly, especially if ICE is on site at stadiums, it will keep people from travelling here. Tourism here is already down. If they think they will look bad and lose money, they'll consider moving it.

I think there's still a chance FIFA decides to move it between now and next year. 2003 Women's World cup moved from China to the US due to the SARS outbreak with only a few months prep time. Europe could take over and host this tournament fairly quickly & easily.
