So, if ICE needs to does some "justice", why isn't ICE working together with local police? Its because, if they did, the police would make them follow the law, tell them you can't abduct children or break random people's windows.

"Obstructing justice". If what ICE was doing was "justice" they wouldn't have given up when witnesses showed up. Imagine a police officer doing a traffic stop. Would they have broken the window? Would they have ran away, scared after people showed up? They would have called for back up. (1/2)
