Super glue is super brittle when dry. I’d use that to glue the tread back together but not to adhere the patch to the tire

You can patch the inside of a tire like you would a tube back in the olden days. Scuff with sand paper, apply some sort of rubber cement or e6000, let dry and then stick patch on. You could cut an old butyl tube for a patch as well
