Does that mean a party cannot expel a MP/MLA from caucus too? Banning floor crossing, or requiring an immediate by-election, gives party leaders even MORE power.

The big problem with Alberta's "Local Authorities Election Act" is that it doesn't (or at least didn't) allow for recounts where machine counting was in place. That is why my ward was stuck with the worst member of #yyccc.
