According to my handy Canadian Architectural Periodicals Index, the Ford HQ was mentioned (with images) in the November 1959 RAIC Journal and the November 1961 Canadian Builder - both attributed to Allward & Gouinlock.

Designed by Allward and Gouinlock of Toronto - not sure if they also designed the earlier manufacturing plant.

Absolutely agree. The Grossman pavilions are restorable, and well worth saving for their design merits.

I don’t think there’s a direct cause / effect dynamic between those two phenomena. Excessive development charges are, in most cases, a convenient way for municipalities to generate additional revenue while still maintaining low property tax rates.
