To me, docks & ports suggest a place ships, particularly cargo vessels, dock, likely industrial, depending on scale. The waterfront suggest a residential area or part of a town or city that faces the ocean. You’d say, “Waterfront apartments are some of the most sought-after properties in the city.”

Classic. I just saw a video about a tiny Canadian-Irish island community called Tilting the other day. It could just as easily be off the coast of Galway 😀
