but when those states have to weigh the choice of humdreds of millions of dollars in lieu of nominal fees or tax increases.........look at Florida and Nevada and Texas v say California, New York and Connecticut. I know where I'd prefer to live all things equal but well that's competition

(NOT commenting on the merit of your idea) the problem in doing that is a neighbouring state like Delaware or New Jersey would happily take those gaming dollars to fund their infrastructure therefore further depriving SEPTA or schools of sorely needed revenues
